Claude Paroz 29592eef19 Decoupled test client encoding tests from JSON handling 
Using JSON as non-UTF-8 content is controversial, and the RFC 7159
discourages it.

To run the test suite, first, create and activate a virtual environment. Then
install some requirements and run the tests::
