Johannes Hoppe bc91f27a86 Refs #29444 -- Added support for fetching a returned non-integer insert values on Oracle. 
This is currently not actively used, since the ORM will ask the
SQL compiler to only return auto fields.

To run the test suite, first, create and activate a virtual environment. Then
install some requirements and run the tests::

    $ cd tests
    $ python -m pip install -e ..

    $ ./runtests.py
